Lost data recovery from hard drive, IC35L180AVV207-1

Had a friend run diagnostic testing. He found the bios were recognized, but Windows doesn't recognize the bios. He also said windows will rarely boot when drive is attached. He believes the issue is with the PCB board. The drive hasn't been opened nor have any parts been altered.

Drive was operating under normal use, when the unit stopped spinning. The drive was open to see any if was a simple fix to get to start spinning.
